Section 5 of Chapter 1:

Leadership and Power

During our evolution mankind had, as other animals, leaders who would take decisions vital for the survival.
And similar to other kind of animals, we had fighting to establish leadership.
Today we mostly use the "democratic" method to elect our leaders.
Unfortunately the wish to be re-elected becomes too often the main goal of the leaders, and thus his/her decisions are biased by this goal, instead of being a decision for the welfare of the whole community.
Well, if this is a problem, we could elect a leader for only one term but for longer time. And at the end there will be a trial which will decide how big his/her pension will be (this is just one of the possibilities).

Unfortunately the quest for (personal) power is also an inhereditance of our past.
